My brother likes to spend time dressed as a female?
Lately he has spent days on end dressed, could he be doing any damage by wearing tight knickers and tights for so long

I would take pity on him and get them in a size that is appropriate for him. It can do some damage but over a long period of time and no moreso than to a woman wearing too tight undergarments.
In Islam would it be allowed if i wore a pencil skirt which is past my knees with tights or leggings?
The skirt's legnth ends like half way between my knees and my ankle. I don't think it shows that much of my leg, only a little bit. The pencil skirt is not excessively tight either. It looks nice, i'm just worried that perhaps it won't be allowed, because of this whole tightness thing. I don't think that it's THAT tight, it just shows the shape of a little bit of my leg. I'ld wear it with boots if i can't wear it with tights or leggings i suppose.

Allah says in the quran to man and women to guard their modesty (Hijjab)
Lower your gaze and guard your modesty.
It doesn't matter what ever you wear and it shows figure part of your body or see through it is harram.
So if your clothes/skirts is tight fit then it is harram even if it shows a little figure/shape of your leg.
Our Prophet mohammed pbu when he went to the miraj and he saw that his people will be in hell and the higher number is a female.
The prophet asked the angel whats the reason for this and the answer was:
Women's not maintaining hijaab,creating hatred,backbit ting,adultery etc.
also it is a severe grave sin the first stage after death.
Allah said in the Quran Do not follow the footstep of the devil.
And i would recommend you this verse to follow and always make your desire the loser and the intellect the winner
